Palmer Creek
Palmer Creek is a 10-unit apartment complex located on Mill Street in Dayton. It was constructed in 1983 with funding assistance from USDA Rural Development and features 8 one-bedroom units 2 two-bedroom units. The owner has expressed a desire to sell the project and the Housing Authority has stepped forward to purchase it so that the units will remain affordable to the tenants living there. With the rental assistance subsidies that the Housing Authority will be able to offer through Rural Development, no tenant should pay more than 30 percent of their income towards the rent.
The owner has maintained the project well throughout its lifetime and the Housing Authority expects to engage in little or no rehabilitation work when they purchase the property. The purchase depends on funding and approval by USDA Rural Development and is not expected to occur before the end of 2006.
