History of HAYC
The Housing Authority of Yamhill County was established January 10, 1951, by resolution of the Yamhill County Board of Commissioners. The Housing Authority currently operates as an independent local government agency under federal and state law and is governed by a five-member Board of Commissioners.
From 1966 through 1975 HAYC owned and operated Eola Village farm labor camp which had thirty-five, 2-bedroom cabins. In 1976 the fire department and learn-to-burn program burned down the camp and the property was sold in 1978.
In July of 1977 the Board instructed the Executive Director to apply for Section 8 Housing. The fall of 1977 HAYC received it's first allocation of Section 8 Vouchers, being able to subsidized 100 rent payments for low-income families. In 2008, the Section 8 Housing Choice Voucher Program assisted over 1300 clients monthly.
In 1979 the HAYC had only five (5) regular employees, the Executive Director, Accountant, Tenant/Specialist/Clerk, Section 8 Manager and Section 8 Assistant. In 2008, the HAYC had over forty (40) employees on payroll.
In 1980 HAYC applied for and received funding for the Low-Rent Public Housing program and began the process to acquire land and build 70 total brick built, single-family and duplex-family units in Newberg and McMinnville. Currently HAYC is in the process of disposing of our entire stock of units to free up funds to expand the availability of affordable housing throughout Yamhill County.
In March 1984, the office of HAYC moved from 1650 South Baker to the old McMinnville Post office on 414 NE Evans St. in McMinnville and retained residency there until 2004, when the HAYC office then relocated to a newer, greener building located at 135 NE Dunn Place built to meet the increasing demand for affordable housing.
Since the early 90's, the HAYC has grown by leaps and bounds, acquiring, building, leasing, contracting and partnering with a variety of funding sources to help provide affordable housing. The following list will link you to current information on property and programs that HAYC is involved with:
